\"The areas with the designation A- General purpose in older plans are intended for general purposes and must have activities with the state, municipality or county council as the principal. The general purpose is not normally specified in plans according to the Building Act or other older laws. The requirement in planning and the Building Act that the purpose must be reported before a building permit can be granted does not apply to these older plans.
Previously, it was only public bodies that were allowed to be the principal for an activity within A- General purpose. Since 1 January 2015, however, it is also possible for individual principals to obtain building permits in these areas. This means that a plan change is no longer required or that the plan is canceled in order for planning permission to be granted for anything other than external and internal changes.
